Project Creation Failed

I have just upgraded to Visual Studio 2008 from 2005 because there was a project I needed to open that would only open in 2008.  So opening projects work fine.  But when I try to create one, no matter what I try, I always get a Project Creation Failed error.  My devent.exe.config file doesn't have that line that people are telling you to edit (The one about the template wizards).  I cannot even get into the coding of a new program.
